CARE is seeking a Health Program Coordinator (HPC) Manager who will be responsible for establishing and maintaining strong partner relations with the Ministry of Health and Sanitation (MOHS), NGOs, civil society organizations and work to improve the quality of CARE Sierra Leone’s program through participation and coordination of CARE Sierra Leone’s health representation at different fora at local, national, regional and international levels as appropriate.
The manager will provide strategic leadership and guidance to Health and HIV/AIDS program through design, planning and development, management, coordination, networking, and advocacy. As well as, be fully responsible for the smooth, cost-effective, efficient and timely implementation of Health, HIV/AIDS and IMF project interventions. S/he will ensure that CARE’s interventions are well integrated, complementary, alignment and appropriate to the new operating context and thereby contributing significantly to reducing poverty and social exclusion.
The HPC Manager will be the key contact person for partner organizations for all programmatic aspects of the Health, HIV&AIDS and IMF projects. S/he will help build synergies between the different project initiatives in CARE Sierra Leone’s health portfolio and also ensure that they align with the overall CARE Mano River strategic program direction and priorities. The position reports to the Country Director but will work closely with the Senior Program Officer.
Responsibilities
- Leads development and operationalization of CARE Sierra Leone Health Strategy.
- Builds the capacity of CARE Sierra Leone national health team ensuring regular training for staff and health personnel in such areas as clinical training, health service management, and data collection and reporting.
- Provide oversight to the financial management of Health, HIV&AIDS and IMF projects to ensure compliance with grant agreements and consistency between different projects.
- Lead in health sector proposal development.
- Provide technical oversight of Health Team’s development and tracking of programs, ensuring progress towards established indicators.
- Work with the Proposal Development and Quality Assurance unit to synchronize information needs and compile program-level M&E information for dissemination.
- Provides health technical expertise for development and proper utilization of health data collection and reporting tool
- Plays a high-level role in CARE’s representation with donors, government technical counterparts, partner organizations and other health related forums and meetings.
- Represent CARE at the various health technical coordination meetings as necessary (MOHS health sector steering group,
- NAS steering committee meetings; and other health NGO forum.
- Provide technical backstopping in programmatic areas for the Steering Committee of the Impact Mitigation Fund and serve as a liaison between CARE, the Steering Committee, the sub-grantees and the auditing firm.
Qualifications
- Health professional with medical degree;
- 7 years, plus years of experience managing health programs;
- 5 years of supervisory and management experience;
- Strong leadership and management experience and proven success in leading/contributing to program development proposal and report writing skills with proven organizational and multitasking skills;
- Strong coordination and leadership skills with proven ability to work across multiple technical areas simultaneously, supporting and mentoring multiple staff members;
- Demonstrated knowledge of Health Information Systems and Sexual and Reproductive Health Care concepts;
- Experience in project management and managing budgets, result based programming;
- Experience in monitoring and evaluation;
- Experiencing dealing with varied donors (USAID, KFW, DFID, EU, and UN);
- Excellent in budget formulation and expense tracking;
- Excellent knowledge in data management;
- Must have experience with Excel spreadsheets;
- Must be fluent in English.
