Project Summary: **
MSI provides support to the USAID Bureau for Africa's Conflict, Peacebuilding and Governance Team (AFR/SD/CPG) in their efforts to address trans-national organized crime across the continent. Specifically, MSI conducts research for different case studies in Africa to serve as a basis for reform policy. The primary tasks are the following:

• Address the underlying factors for TOC in Africa
• Mitigate the development impacts of TOC
• Incorporate crime sensitivity for implemented programs.

The purpose of this specific Activity Monitoring & Evaluation Plan (AMEP) is to describe how FONAC will monitor and evaluate the West Africa Cooperative Security Initiative (WACSI) Program (the Program). This AMEP shall propose indicators against each of the expected results of the activity.

This AMEP is a dynamic and flexible document that will be updated throughout the activity's implementation. New targets will be incorporated based on activity performance and results, and possible changes in the Mission's governance and health sector anticorruption priorities. The design of the AMEP should be informed by the political economy analysis (PEA) being conducted, and the M&E expert will engage with the PEA expert and related technical staff to ensure handover of information.

Position Summary:
The monitoring and evaluation (M&E) expert will work in collaboration with FONAC and USAID/Benin's designated technical staff.

Specific tasks will include:

• Designing appropriate indicators for the activity;
• Setting performance measure targets and baselines; and
• Developing quality control mechanisms and data collection processes; establishing reporting schedules; and identifying and managing risks.

As the second half of the WACSI evaluation report, the M&E expert will deliver a written monitoring and evaluation plan to USAID/Benin.

This is a short-term assignment for a total of about 15 days, including roughly 8 days traveling to and around Benin.

Responsibilities:

• Designing appropriate indicators for the activity;
• Setting performance measure targets and baselines; and
• Developing quality control mechanisms and data collection processes; establishing reporting schedules; and identifying and managing risks.

Qualifications:

• 8-10 years of experience in monitoring and evaluation.
• Experience with health systems a plus.
• Experience with Democracy and Governance.
• Fluency in French.
