Overview
The Gender Technical Advisor provides technical advice on gender and GBV that is technically sound, evidence-based and meets the needs of Benin and USAID. He / she must be able to conduct gender analysis in the country to ensure that gender awareness is incorporated into activities. He / She will provide technical leadership and build local capacity using proven training approaches and quality improvement methodologies. He / she will develop programs and implementation plans that will increase the number of clinical and community level staff members who can identify and report GBV cases to legal and social services. He / she will collaborate with other partner organizations to collect and disseminate gender and GBV awareness materials to clinical patients in targeted areas. The Advisor will advocate with the Ministry of Health for the adoption of new best practices of gender and evidence-based GBV at the clinical and community level and encourage other ministries, community, NGOs, and influential leaders to support and promote gender equality and the fight against GBV. This post will represent Jhpiego at national stakeholder meetings and technical working groups on gender and GBV and related technical areas.
Responsibilities
- Contribute to annual work planning, training plans, quarterly reports and other required technical reports
- Contribute to the timely, accurate and appropriate analysis of program activities and results
- Assist with the conceptualization, direction and strategic direction of the gender program, including GBV
- Ensure high quality implementation of the program in accordance with IHS guidelines and strategic directions of USAID Benin
- Coordinate with other technical team members and NGO partners to develop and implement feasible community approaches
- Perform other tasks assigned by the supervisor that contribute to the achievement of program objectives
- Facilitate activities, including training of providers (clinic and community level), government and civil society partners to increase activities in addressing GBV and promoting gender equality.
- Conduct supervision of health services to ensure gender and GBV activities.
Required Qualifications
- Master of Public Health or Development, with a focus on GBV or gender studies
- Minimum of 8 years of experience in the public health and / or development sector, especially in the field of gender
- Minimum of 2 years high level experience giving technical advice on gender equality in the programs
- Advanced knowledge and skills of the most up-to-date scientific evidence on effective gender interventions
- The ability to provide gender-based and GBV-based training and to assess the quality of training, including an understanding of improved performance and training techniques
- Experience in designing / writing, reviewing and / or editing practical technical resources (eg, GBV guidelines, learning resource manuals, work tools, etc.)
- Experience in developing and implementing strategic technical approaches, in collaboration with other stakeholders that can represent a wide range of interests and needs
- The ability to build capacity and collaboration between governmental and non-governmental partners and other project developers
- Experience in designing / writing, reviewing and / or editing data for donor reports and presentations
- Excellent writing and speaking skills, leadership, and interpersonal skills
- Strong change management and decision-making skills focused on results
- The ability to work in a complex environment with multiple tasks, short lead times and intense pressure to perform
- Proficiency in French, fluency in English also desirable (oral and written)
- Understanding of gender issues in the global context; understanding of USAID's gender activities and preferred
- Implementation experience monitoring and evaluation strategies for GBV activities
- Experience working with community organizations, government, donors, and international organizations
Preferred Qualifications
- Experience in developing gender and GBV programs that are successful, replicable and sustainable
- Research expertise to identify best practices and adapt them to the realities of the program Familiarity with USAID's administrative policies and procedures, and experience in the design and implementation of gender and GBV programs (especially in Benin)
- Excellent skills in facilitation, oral and written communication
- Experience working with providers
- Ability and willingness to travel in Ben up to 35% of the time
